Amazing how in person storm chasing, and super eyesight can enhance weather forecast accuracy.
There may be Velorian ways to modify weather that are difficult for humans to understand.

I could see a Velorian doing storm chasing. Best way to know what a thunderstorm or even a tornado is doing is by flying into it. Special aircraft can go into hurricanes, but severe thunderstorms and certainly tornadoes can destroy any aircraft. Not so a flying blonde.
As far as weather modification goes, Vels are known for having only one technology -- their genetically-engineered DNA. When it come to hard tech, they trade for it with worlds who have such tech. They don't develop any of their own.
I guess when you can dive naked through a wormhole and skim the photosphere of a star to soak up some rays, you can pretty much get what you need just by showing up and helping folks out a little. Like dealing with a runaway nuclear reactor or some rogue Arions or maybe take down an obsolete dam or two. Things where invulnerability, hypersonic flight and the strength of a few thousand ordinary humans comes in handy.
