Post-Apocalyptic Setting

One idea that I’ve occasionally mulled over is a story set in a world where one day the superheroes lost.  I don’t really have any details about what happened, apart from it possibly involving some Lovecraftian being that prevents people from remembering the specifics of what happened.  The point is, it’s a post-apocalyptic superhero setting.  Various supers (both villains and heroes from before the catastrophe, in various ways and for various reasons) have carved out fiefdoms of various sizes since then, and for the most part the governments that existed before are dead.  Except for remaining elements of the US government based out of what’s left of the capital, lead by The Senator (who allegedly was one before, and that’s about all anyone knows) with (the surviving members of) the Stars and Stripes Initiative (the US government’s official super-team before the disaster) as their proverbial big stick.  I’m not sure if they had one member per state originally or what, but the protagonist was a rookie member when the catastrophe hit.  Specifically she was the current Lady Liberty (basically a combination of Shazam and Captain America.  Was created at some point by wizards loyal to the United States, possibly during the Revolution, but I don’t know).  The crux of the story would be the team being given morally questionable orders as part of the Senator’s efforts to rebuild the country, and how that affects her sense of patriotism and her perception of her job.  Truth be told, I’m not really sure if I could write this well.

The "Atomic Wonder Woman" from the sadly short-lived videogame Infinite Crisis.
