Invasion of evil superwomen perhaps...
Given that they could have gotten other people killed the police should have at the absolute least handcuffed them and put them in the back of the police cars. They already knew from the CC TV that it was either gross stupidity, alcohol, suicide... ...or supervillian invasion.
Then when they went into traffic again it would have been tazer/taser gun time.

In the police officers' defense, who expects someone who's just been hit by a car to put up any fight at all, nevermind needing 6 people to subdue them?
