You would need a program like Poser (which specialises in figure animation and has dynamic cloth and hair), or as I think with this animation, a program like 3D Studion Max or Maya.
Once the scene is set up, and things like gravity and wind variables set, you then just need either a) a hell of a long time; or b) a boat-load of processing power
