Well, the fact that it comes from France explains all of the grammatical and spelling errors. However, I'm curious how he thinks he's going to get $25,000 for this movie with just a couple of images of a girl in a cheap halloween costume and some quotes taken from inspirational posters. He states that it's "not for commercial purposes" but that dollar amount sure is going to draw the attention of DC and the CW, and probably not in a good way.

$25K is a lot to stomach.

Not touching this by a mile. The premise seems cheap and chock full of melodrama. Plus, asking for such a large budget sounds really fishy to me.

Supergirl as a petulant, violent, evil teenager... no thank you.

I have no problem with evil ubergirls, but why base their character on one of the least evil characters who have ever lived in the comics? it's exploitive and completely infringing on DC in a way they won't appreciate. The EU is not a good place to be breaking international rules and treaties on intellectual property. The EU takes stuff like that very seriously.

Beyond that, the budget, the approach, the tiny cast are also a problem. As others have said, this doesn't feel up to the standards of most fan-funded projects.

I love the idea 100%, though I would rather keep Selena evil and have her sexy and uber powerful. You're probably right about the copyright thing, but there are plenty of supergirl-like media getting away with it now.

Despite being as fluent in French as I am, I think the language is a major problem with this idea as well. If he's going to ask for money from an anglophone speaking community, it think the least he can do is have his girls speak English. A french accent on a pretty girl is a major turn-on, n'est-ce pas?
