Apparently, the film was produced by Roger Corman for his Showtime series "Roger Corman Presents." However, the film was not directed by Roger Corman (sadly). For those unfamiliar with the name, Roger Corman is a prolific B-movie director/producer who helped start the careers of many Hollywood names. For example, his Alien rip-off film Galaxy of Terror had James Cameron working as a production designer. When James Cameron directed Aliens, you can really see the shared designs that he created in Galaxy of Terror. Also, Cameron's directorial debut was Piranha 2, a sequel to a Roger Corman produced film.

Saw this when it first aired on Showtime. It was one in a series of films produced by Dorman for Showtime.

I remember this was one of the first finds trying to search for this kind of content.
