To me, Laura will always be hotter than Melissa. And yes, I do agree that the bad girl is almost always hotter.

I think that YAGS nailed it on the head, like it happened with other characters in the past, Melissa and Laura were cast to represent different aspects of the same character and brought two very different kind of charms to the table.
In Smallville, Kara was supposed to be very powerful, very alien and -- until later in the series -- rather unconcerned about being human. She was meant to be a counterpoint to Clark, who was in turn very much human. Arguably Smallville's Kara was the most powerful character on the show for a long while -- which was actually why the writers had issues having her around -- and so it made sense to cast LvV, who managed to look both sexy and tough at the time.
In spite of the title Supergirl is much more about the human side of Kara, as far as I can tell the basic dichotomy is of her being physically indestructible and yet emotionally vulnerable like any other person. In this sense it's much more reasonable to cast someone like MB because she looks much more approchable, who can play this basic insecurity and the flip-side stern look she had to keep while in costume.
In a way LvV was always Supergirl and occasionally switched to being Kara, while MB is always Kara and sometimes becomes Supergirl.

That's a very succinct description of the differences in characterization between shows. Well said.
Personally, I like the "alien pretending to be human" side of it. Which is why Laura would make an awesome PG.
PG has always been portrayed as having trouble pretending to be human. Which is why she generally uses way too much muscle to solve problems, and is always "overflowing the boundaries of a merely human body." She can't hold her power back, nor does she want to.
My kind of girl. LvV could play that role better than anyone, and provide a graphic counterpoint to Kara/SG if that's where the show wants to go.
Imagine the DEO trying to rein in PG as she occupies an uncomfortable space between The Ft Roz Kryptonians and Kara and company. She's here to do good, but her methods are unsound from a human perspective.
But we've got more Indigo first, and that's cool too.
