That said, I don't recall a comic issue where she and Mon-El are romantically linked. Mon-El mostly appeared in the 30th century themes where Kara and Braniac's green son (or whatever he was) were a thing. But I'm sure the Kara comic experts here know more than I do.
So... has Mon-El ever been linked romantically to Kara?

If they stick to the history (they don' have to), Mon-El won't be able to stay too long. Lead is worse than Kryptonite to Daxamites.
And I do not think Mon-El was ever romantically linked to SG ... He spent time with Superboy (i.e. pre-Supergirl) and after that he was in the Legion. And I think his time in the Legion he had a steady girl in Shadow Lass by the time SG showed up. I think that held until the later stories where it was Supergirl/Brainy and that held until SG left the legion (and then Crisis).
But I'm spotty for part of that Legion run, so there could be a story in there somewhere.
Now when you hit the NEW history (post-crisis):
I don't really remember much about that though, and I don't remember any setup pre/post to indicate there was ever more than that one panel. I googled around to find the image, and then read a commentary on it and it seems to agree with my hazy memory: no indication of any kind of attraction before/after she kisses him. supergirlmaidofmight.com/reviews/supergirl-51-review/
