Very good questions... my experiences in senior management generally proved that removing the person at the top of an Org was the way to unlock the potential of those at the next level down.
If so, then Adler leaving will release everyone else to do their thing.
Question is, do the folks who are now going to be making all the decisions have the right instincts for the show?
Or was Adler the only one who kept them from running totally amok?
Season 3 will tell us. I prefer hope over despair until proven wrong.

Ali's leaving because CBS has given her a more attractive (and presumably lucrative) offer, where she'll be helping to develop a range of new programming for the network. Sounds like a promotion.
I'm not familiar with the two who've come in in Alder's stead, but I noticed on Reddit a few fan accusations and general grumblings that one or both of them is somehow responsible for the Karamel romance story line of S02. (How can that be?!) Queller seems to have previously written for largely touchy-feely types of shows about relationships rather than action drama, so perhaps that's why she's been held (unfairly?) responsible for the Mon-El romance, although it is noted that Rovner's bio also includes a fair number of such shows. Both writers seem to have a solid history of writing for dramas centred around females, although only Rovner's apparent work on the Bionic Woman reboot is anything close to an action-based drama.
My take is that the only signal people should take from Queller/Rovner's promotion is "more of the same". Their track record seems to suggest they are both practised at writing for the Millennial demographic, particularly women, with dramas that include a heavy dose of soap-opera-style relationships -- which (correct me if I'm wrong) is pretty much what S02 was like(..?)
So, from here, it looks like the two new appointments are more a case of staying true to the show's current course, rather than exploring pastures new. Time will tell...

I'm firmly in the camp of "hoping for better, but expecting the same" based on this. While that is not necessarily a bad thing (season 2 seemed to be on the up last couple of episodes, once they ditched the stupid romance stuff), I'm hoping with Reign as the villain, it can move more into the "superhero" territory. (wow that was one runaway sentence lol)
