I agree to an extent. It could be linked to how many view China as the culprit who tried to wipe out a large proportion of the human race and try to dominate the world (allegedly).
Supergirl could be holding up the Chinese flag with a concerned, worried look on her brow, thinking 'what the hell are you trying to do to yourselves?'
Just an interpretation of art.
