Given that Jen spends most of her time in 'hulk' mode they would either have to find someone who is not only tall, busty and very muscular but can also act (very difficult), or use CGI which would be prohibitively expensive for a TV show.
Jens tricky from a number of stand points for a TV role. If they went CGI yeah it would get expensive fast, especially if its a character with a lot of screen time, talked etc-its not necessairly an intersumontable challenge but a challenge. If it was live action you would have to find a big strong actress(which is douable but agian hard) AND spend 2 hours a day painting her green. This not impossible but as someone who has worked with green ladies before in TV this is not a challenge you want to do every morning. Reading about the work that goes into guardians of the galaxy you really do see what a challenge this is.
I once read someone talking about Science Fiction Television put it "If you got an impossible thing, thats great, i relish that-2 impossible things thats a concern and 3 is out the window". I think its a little to complex to ever do a weekly series with her as a main character.
That said i think She Hulk would be a good character if they where doing like a Flash Like TV show where every week you encountered a diffrent crazy marvel character from the past. I could easily see them like get CGI or an actress come in for a week and have fun with it. Shes a good character in that regard for a short burst.
But Marvel Doesn't really have that. AOS i think wants a little to be that, but has never really had the balls to do it by design. With there kinda of Dark Netflix Defenders stuff-she doesn't really fit that either. Shes a little to silly for that kinda of world.
All that said: Where on Phase 3 of the marvel plan i think(or i get that confused). I could see her being a good phase 5 character or something.

I've noticed over the last 2 season's on TW, that Malia always wares shorts or a jean skirt. Her legs are always being showed off. When asked how she stays in shape during a red carpet interview, actress Shelly Henning, who plays Tate says she does swimming and hot yoga to stay in shape.
