Heroic Hollywood reports that actress Conor Leslie has been cast in the upcoming DC streaming service series Titans as Donna Troy.There is footage of her filming a scene for the series on instagram

I really hope you are right on this. I always thought Donna Troy was the most important member of the Teen Titans, not because of her powers, but because I thought she was the heart and sole of the group. Could never understand why the character always missed out when the group started to appear on TV. Hopefully this series corrects previous oversights

Donna always gets shorted post-Crisis to the complexity of Wonder Girl. Depending on Diana's origin, she doesn't fit, or she messes up with Cassie Sandsmark. She's had so many identities/origins/reboots, she's one of the few characters that beats Power Girl in that regard. I think there might even be 2-3 "Who is Donna Troy" comics, and an entire mini-series devoted to the idea.
Of course when adapting to a TV show/cartoon none of that matters, but due to branding, DC/Marvel like to use characters that they can run in current comic books. DC doesn't always remember, it was pretty silly that when Supergirl started up on TV there wasn't a Supergirl book to go buy in the comic book store. OTH, Marvel knew Black Panther was coming so restarted the comic years ago, then recently there were a glut of side comics, mini-series, etc. The last two Previews were filled with Ant-Man and Wasp things, and there's a comic coming up. It's also not a random thing that the infinity stones are showing up all over the places now...
So, when it came to TV, since the comics didn't quite know what to do w/ Donna -- they just didn't use her in other media.
Frankly, I don't know what her current story is in Titans right now, it's comic-book hand-waving and "let's just ignore that". (I might have to go find out the answer, i vaguely remember her coming back in the Finch's run on Wonder Woman, but it was one of the few things that I actively disliked so I gave it up.)
