Well, they did a good job explaining as to why she is semi-naked. The parasite that made her into an enhanced soldier made it so she breathes through her skin and not through her lungs. If she wears full-on gear, she is practically choking herself. Also, she requires no food because she just uses photosynthesis - like The End from Snake Eater.
