Oh that sounds fun, I've never tried giving an NPC any powers. I'll play around as well. Not sure I'd trust Lydia with super breath though after all the times I've sent her flying in the past.
No worries, you don't need to use the Page Up key at all if you do it this way: Look in the manual and every power has a unique name. So, you'll open your console prompt, and type in, for example:
Help "SGM Heat Vision"
for the heat vision power. When you use quotation marks it will only return that entry and you can easily enter the code from there. Make sure the SGM is in there, it seperates the stuff you want, from the stuff that probably won't work. I'd make a list but the codes depend on your mod load order.
For the costume, I can recommend CBBE and point you to the exact mod I've downloaded for that body:

I just run that through my Mod Manager, choose a few options, and good to go.
