A workshop is something between a friendly competition and a writing assignment.
All the participants write a story around a chosen theme (and in some cases within a certain length) within a given deadline. After the deadline, the stories are published on the site and a poll is run for a couple of weeks, to decide who wrote the better story.
Usually the winner can choose the theme for the next workshop.
You can find plenty of examples in the Library Menu, just take a look at the categories filed under SWM Workshops and SGInc Workshops.

The workshops were originally started on the old SGinc site that went offline somewhen in 2004/2005. SWM is the successor to that site and continued the workshops under the SGinc name until the new version of SWM was released in 2011. From then on the workshops took the SWM Name and used a different naming scheme. On SGinc there were normal workshops (1.X), shortstory workshops (2.X) and one collaborative workshop (3.1) where the X marks the number of the workshop. The SWM Workshop are named by season and year, whereas Summer and Winter are shortstory and Spring and Fall are normal workshops. This means that the Spring 2013 workshop that will officially start this monday is a normal workshop that only follows the decided theme, while the Winter 2013 Workshop whose deadline ends tomorrow had an additional 1000 word limit due to being a shortstory workshop.

There is only one workshop in Spring 2013, so yes. Keep in mind that not every story submitted in Spring 2013 is necessarily meant for the workshop, so of course there can be stories submitted that don't fit the theme. The stories that are for the workshop will be published simultaneously once the deadline has passed. In case of the Winter 2013 workshop this will be the day after tomorrow.
