Around 2000 there was a project from Marvel to outsource more of their IPs to other companies following the success of Singer's X-Men and Raimi's Spider-Man. Among those properties there was Black Widow and, if I remember right, David Ahyter was working on the script.

From various websites i have heard that Marvel is in the process of commissioning scripts for the project, and looking at sources. Could happen, but probably not for a couple of years, as they have a full two films year a slate planned out until 2020. though i would kind of argue though at this point shes probabbly the third most popular character in there series. You have to have time to introduce AntMan, a character so dorky the trailers tease is that he makes fun of his own name.
Then agian i pointed out emails from there company president which may suggest that this isn't one of there top priorties.
