Random I'm sorry to tell you, but as far as i remember Snowbird don't have superstrength, and so she don't match the rules of the topic. Unless you consider the power to morph in creatures stronger than her a form of superstrength.

Hello all,
Well, I've stood back as long as I've can and have not said a word because someone told me only 'uber' girls were allowed to be posted. To me, any woman who dawns a costume and has a secret ID is a superheroine, whether they can lift 50 tons or uses her deadly martial arts to clean up the criminal trash! But, is not my post, so, I'll obide by the rules, and be a good guy. :)

Probably in black and white, except possibly for the cover. I think the name of the comic, character, or publisher included the term lightning or thunder. The superpeople in this universe were rated on a scale of 1 to 10 for each of 10 powers, such as strength, invulnerbility, shapeshifting, speed, etc. The main heroine (?) was the only superperson who had a perfect 100 score. A team of superheroes was upset about the main heroine because she was slowly arresting (and/or killing?) all the other superheroes because the other superheroes were breaking the law. The superhero team tried to kill the main superheroine.

That was "Grace" from the DC Series (I think) that was a "pocket universe". "Agents of Law" was one of the titles, if I'm not mistaken....
