Yes, but in a shared universe things get tricky. Technically the character's belong to their creators even in a shared universe. And now imagine two authors; each intending to write a story that involves - for example - Charlize Theron. What happens if their fictional versions of Charlize Theron are fundamentally different? Whose version will be the official one that future authors writing in the SWMU will have to consider if they talk about Charlize Theron?
That's why I think it's better to have original characters. There's nothing speaking against there being two or three characters based on Charlize Theron as long as their names aren't Charlize Theron.

I think that both these ideas were discussed before. The problem wasn't the lack of talent, but rather the lack of funding. Comic books and videos are rather involved projects that require time and skills to pull off.
