Long before Aquaman, in 1928, there was a Russian sf novel about an amphibious man:

He looks pretty bada$$!

I think it is safe to say that DC/WB is trying to get as far away from the campy Superfriends version of Aquaman that they can get. Casting Momoa and dressing him like this certainly accomplishes that.
