Ever get a great story idea without an actual story attached?

I do.  A lot.  One that came to me earlier today was somewhat inspired by the Runaways.  Essentially the protagonists are kids and teenagers who all live in the same neighborhood (whether they recently moved there or have always lived there I don’t know).  One way or another (maybe the neighborhood gets attacked by some judge, jury and executioner, shoot first and ask questions later-type “hero”) the truth eventually comes out: Their parents are each retired supervillains who agreed to be relocated and placed under surveillance in exchange for still getting to be part of their respective children’s lives, their houses are each bugged, several employees at their schools/daycares/the local grocery store/what have you are actually spies assigned to “keep an eye on things” and possibly the only exceptions to any of this (if any exist) are a married couple of superheroes who agreed to help with the program by living in the neighborhood in case the other parents get any ideas.  I’m imagining different kids having different responses to all of this, some trying to become heroes, some trying to follow in their parents footsteps (either for some other reason or due to deciding “we’ve been treated like potential criminals our whole lives anyway, so what reason do we have not to give people what they expect?”) and some trying to run away from home.  But I don’t have any kind of concrete plot in mind.  Any ideas?  Questions?  Comments?

Usually that happens to me are usually put that idea on the back burner. I’d say would have me in school was sometimes it’s raining out plot ideas and I’m just seeing if I like them or not. But I think it’s also because this is based off of the runaway is that if you can feel like you’re just doing the thing it’s based off of again, so sometimes you have to think about what you want to make a different or if you want to change anything and sometimes that meant the idea just doesn’t get off the ground.
