So this is something I always wondered: I know Supergirl and Power Girl are counterparts from different universes and one is 10 years younger, but are they actually the same person otherwise? Does teenage Supergirl grow up into Power Girl?

Kinda like how Melissa Benoist keeps wearing earrings on Supergirl. Every time I notice them, it draws me out of the episode and makes me wonder how a Kryptonian gets her ears pierced before finding out about Kryptonite. Kinda like the question of why she was wearing glasses she didn't need before she started doing the secret identity thing. Just one more piece of fridge logic from a mediocre show that I wish was better.

I'm not defending the writing on the show as I also have had my issues with it, but this isn't that complicated to explain.
Krypton exploded when she was 12 so she probably had her ears pierced before then. My daughter got her ears pierced when she was 9 and most of her friends had it done even earlier. So if Krypton girls are anything like Earth girls then the simple explanation is that it was done before the planet blew up.

She may or may not. They're counterpart, but they aren't the same.
They are from different dimensions, they aren't the same person, and their histories are always slightly different. SG doesn't become PG. For example, Supergirl never found a family (in the comics, unlike the TV show where she's placed with the Danvers). On Earth 2, Superman and Lois Lane raise Power Girl, and she's a daughter to them. This ironically, leads her to NOT be Supergirl to form her own identity.
Their personalities have always been different too.
Originally, PG wasn't genetically the same as Supergirl. She was an alternative dimension version of SG, but wasn't the same person. Not quite Jay Garrick/Barry Allen or Alan Scott/Hal Jordan, but farther along that slider than Earth 1 & 2 Bruce Wayne or Clark Kent. This was apparent at their different body types and builds, even when PG was young, she was more built than the adult Supergirl. Supergirl was originally OLDER than Power Girl. But she died in Crisis, and when DC brought the character back, she was younger than Power Girl.
In the current DCU, Power Girl and Supergirl are genetic duplicates ... a Kryptonian machine thought they were clones of one another.
The JLU cartoon had Power Girl as a forced-aged clone of Supergirl, so the PG clone was older than Supergirl. (Galatea).
I think that's a bad idea, I like them not being genetic twins. It helps the writers treat them properly as different characters.
